(12) Rock Lee (Without Weights)
Rock Lee is not that fast in particular until he removes all the weight from his body. If I can recall correctly, Lee has removed his weights only once in the entire Naruto series…That too when he was a kid. I wonder how fast would he be today without all those weights?
Lee deserves a little better ranking, but the guys below in this list are on a completely different level!
